Pool Repair on Fort Myers Beach: Flood Zone and Coast Rules
The Town of Fort Myers Beach is Estero Island, and pool work on the island comes with rules the mainland does not have, from flood elevations to the light a pool may cast on the beach.

Pool repair on Fort Myers Beach
On Fort Myers Beach a pool job runs through a town building department that writes coastal and flood rules into its own pool forms. The work itself, whether pool resurfacing, pool heater repair, pool remodeling or a deck, is offered here as everywhere in Lee County; what the town asks of it is not the same as on the mainland.
The town’s pool application, item by item
- Resurfacing is on the form. The town’s pool and spa application includes a “Pool Resurface” option and, for resurfacing, asks for a drawing of the pool showing the location of all the markings.
- Coastal high hazard areas. “Pools in Coastal High Hazard areas shall be designed and constructed in conformance with ASCE 24,” the application says, and a design professional must certify that the pool, deck and foundation will not be subject to breaking up or floating out of the ground.
- The coastal construction line. “If the pool is seaward of the CCCL, a DEP permit must accompany your plans.”
- Light on the beach. An underwater pool or spa light must “not produce light that is directly, indirectly, or cumulatively visible from any portion of the beach”.
- Where drained water goes. “Pool discharge may not be directed toward any natural waterbody or canal.”
- Erosion control. A pool permit submittal includes a Stormwater Pollution Protection Plan, under the Florida Department of Environmental Protection’s stormwater rules, along with a site plan showing the pool equipment’s location and setbacks.
Decks and deck lighting
The town’s code section on pool areas, printed on the application, says lighting of pool decks, pools and spas “shall be long wavelength, downward directed, full cutoff, fully shielded” and mounted as low as practical. Inspections listed on the same form include a structural pool deck inspection and electrical bonding of the deck. For decks generally, the town’s FAQ asks for three copies of a site plan, and engineered drawings from a licensed Florida engineer or architect once a deck is 30 inches above grade; in a V-zone an engineer is needed regardless.
Heat pumps sit above flood level
The town’s trade permit application lists a pool heat pump under mechanical work and states: “All mechanical equipment shall be located above the required base flood elevation.” A replacement heat pump on an island lot is therefore a question of height as well as size, which is worth settling before a unit is quoted. Our page on pool heater repair covers the repair-or-replace decision.
Contractors need a state license
“To perform work in the Town of Fort Myers Beach, contractors must have a state-issued license,” the town’s Building Services page says, effective July 1, 2023. Check the license at myfloridalicense.com.
Island water bought from the county
“Our water source is purchased from Lee County Utilities,” the town’s 2025 water quality report says. That water blends two county plants: Green Meadows, which treats groundwater with reverse osmosis and ion exchange, and Corkscrew, where the water is lime softened. The report lists chlorine and chloramines as disinfectants and publishes no hardness figure.
Older buildings, many of them multi-unit
The Census Bureau’s American Community Survey (2020-2024) counts 9,886 housing units in the town, with a median year built of 1983. 40.4% were built in 1979 or earlier, a larger share than in any other place this site covers, and only 13.5% in 2000 or later. 58.2% are in buildings of ten or more units, the highest share of any place covered here, against 30.3% single-family detached homes. 88.7% of occupied homes are owner-occupied.
Sanibel, another island city with its own building department, has its own page: pool repair on Sanibel.

Questions, answered
Fort Myers Beach pool permit questions
Does resurfacing a pool on Fort Myers Beach need a permit?
The town's pool and spa permit application has a "Pool Resurface" option and asks, for pool resurfacing, for a drawing of the pool showing the location of all the markings. Ask the town's Building Services what else your job needs.
Does my Fort Myers Beach address mean the town issues my permit?
Not always. The town says it is Estero Island. Properties on San Carlos Island and the surrounding area can carry a "Fort Myers Beach, FL" mailing address but are within unincorporated Lee County, and their owners go to the county.
