Pool Pump Repair and Replacement in Cape Coral, Lee County
A pump that hums without starting, will not prime or leaks at the seal stops the water moving. Pump makers' own manuals say what usually causes each fault.

ENERGY STAR describes the pool pump as the part that “re-circulates water through a filter to maintain water clarity and hygiene”, so when it stops, so does the filtering. Two pump makers, Hayward and Pentair, publish troubleshooting tables in their manuals, and those tables are the source of what follows.
How to tell what is wrong with a pool pump
- It hums but does not start. Hayward’s manual lists “Impeller jammed with debris” first and says a qualified repair professional should open the pump to clear it.
- It does not start or hum at all. The same manual lists loose or improper wiring, “open switches or relays; tripped circuit breakers, or blown fuses”, and says to contact a qualified professional to verify the electrical connections.
- It runs but will not prime. “Any self-priming pump will not prime if there are suction air leaks,” Hayward says, and those leaks “will result in bubbles emanating from the return fittings on the pool wall.” Pentair adds “Not enough water” and a clogged or defective strainer gasket.
- It leaks at the pump. Pentair’s manual says: “If the pump is run dry, the mechanical seal will be damaged and the pump will start leaking. If this occurs, the damaged seal must be replaced.”
What ruins a pool pump
Running dry. Pentair’s manual warns that if the water level falls below the suction port, the pump draws air, loses its prime and runs dry, “resulting in a damaged seal”, and that continued running can damage the pump case and impeller as well. A pool that is losing water can take its pump with it; if the level keeps dropping, look at pool leak detection too.
Is it worth repairing a pool pump?
That depends on what failed and what a replacement must meet, and no price is published here. A jammed impeller, a tripped breaker or a worn seal is a repair. A failed motor raises the question of replacement, and a replacement in Florida has rules to meet (below). Ask for the repair and the replacement priced separately in the written quote.
Pool pump rules in Florida
- Federal efficiency standard. “Each dedicated-purpose pool pump that is not a submersible pump and is manufactured starting on July 19, 2021 must have a WEF rating” at or above a set minimum (10 CFR 431.465). When it adopted the rule, the Department of Energy expected standard-size self-priming filter pumps to meet it by “changing the motor to either variable-speed” or, for smaller pumps, a more efficient single-speed motor.
- Florida law. Residential pool filtration pumps and pump motors sold for installation in Florida “must comply with the requirements of the Florida Energy Efficiency Code for Building Construction” (s. 553.909, Florida Statutes).
- The energy code. The Florida Building Code, Energy Conservation (8th edition) says: “Time switches or other control methods that can automatically turn off and on according to a preset schedule shall be installed for heaters and pump motors.”
- Why speed matters. ENERGY STAR explains that “reducing pump speed by one-half allows the pump to use just one-eighth as much energy,” and that slower circulation puts less strain on the filters and plumbing.
No official source found says whether replacing a pool pump needs a permit in Cape Coral, Fort Myers or unincorporated Lee County. Ask the office that issues permits for your address.
What a technician checks on a visit
The manuals’ own troubleshooting steps are a fair guide: the supply voltage and wiring against the nameplate, switches, relays, breakers and fuses; whether the motor shaft turns freely; the impeller for debris; the strainer housing, lid and gasket; and the suction side for air leaks. Why pool pumps fail
The manuals quoted below match each of these symptoms to its usual causes.
The pump hums but will not start, trips the breaker, or runs without pulling water.
Pump makers list a jammed impeller when the motor hums but does not start, and suction-side air leaks when a self-priming pump will not prime. Running a pump dry damages its mechanical seal.
The water level keeps dropping and you are refilling more often than you used to.
Some loss is evaporation: a Florida water management district says most uncovered pools in Florida lose about ⅛ to ¼ inch a day. A bucket test tells the two apart. When it is a leak, the EPA lists pump seals, pipe joints and the suction and return lines as common places.

Questions, answered
Pool Pump Repair questions
Why does my pool pump hum but not start?
Hayward's pump manual lists "Impeller jammed with debris" first under "Motor Hums, But Does NOT Start" and says to have a qualified repair professional open the pump and remove the debris. For a motor that will not start at all, the same manual lists wiring checks, open switches or relays, tripped circuit breakers and blown fuses.
Why won't my pool pump prime?
Hayward's manual says any self-priming pump will not prime if there are suction air leaks, and that the pump and strainer housing must be filled with water. Pentair's troubleshooting table lists "Air leak, too much air" and "Not enough water", with a clogged or defective strainer gasket.
Do new pool pumps have to be variable-speed?
Not by name. The federal rule says each dedicated-purpose pool pump (other than a submersible pump) manufactured starting on July 19, 2021 must meet a minimum efficiency rating, called WEF. When the Department of Energy adopted the rule in 2017, it expected standard-size self-priming filter pumps to meet it with a variable-speed motor and smaller pumps with a more efficient single-speed motor.
