Pool repair in Estero

Estero is a village with its own building department, and that matters for pool owners because the village has written down how it treats the most common big pool job, a new finish. Any of the services on this site can be requested from here, including pool resurfacing, pool leak detection and pool deck resurfacing.

Refinishing, according to the village. “The Village of Estero Building & Permitting Services processes Commercial and Residential Building permit applications,” the village says. Its “Do I Need a Permit?” brochure, last updated February 21, 2025, sorts work into two lists. On the residential list, “In-Ground Pool Refinishing” is marked No. On the commercial list, pool refinishing is among the items that need a permit. The same brochure says screen enclosures, “Lanai or Pool Cage”, need one, and states in capitals that “ALL FLOODPLAIN DEVELOPMENT REQUIRES A PERMIT”.

Work around the finish still needs permits. Refinishing being exempt does not make the whole job exempt. The same residential list marks “Electrical (Adding or Modifying Circuits)”, “Plumbing-Relocation and Additions”, “Fence/Wall (New or Replacement)” and generators as needing permits, so a resurfacing that also adds a circuit for a heat pump, moves a return line or replaces the pool fence brings permits back in.

What the fee schedule adds. The village’s building fee schedule (Resolution 2026-13, revised July 2, 2026) lists residential permits for “Pool Renovation”, for “Pool Heater/Solar” and for a “Pool / Screen Enclosure”. The brochure marks residential refinishing No while the fee schedule prices a renovation permit, so where a job mixes them, such as a new finish plus new tile and a heater, Building & Permitting Services can say which permits apply.

Contractors register with the village. Estero “requires registration of all contractors applying for building permits in the Village of Estero”, so a contractor who pulls a permit here will already be on the village’s books. A state license check at myfloridalicense.com is still worth the minute it takes.

The newest housing of any place covered here. The Census Bureau’s American Community Survey (2020-2024) gives Estero 26,937 housing units and a median year built of 2004, later than any other place with a page on this site. 70.2% of units were built in 2000 or later and only 4.5% in 1979 or earlier. The mix is varied: 45.0% single-family detached, 13.5% attached single-family homes, 19.0% in buildings of two to nine units, 13.4% in buildings of ten or more and 9.1% mobile homes. 86.0% of occupied homes are owner-occupied. Whatever a pool’s age, the signs listed on our page about when to resurface a pool are what decide whether a new finish is due.

Bonita Springs also issues its own permits: see pool repair in Bonita Springs.

Questions, answered

Estero pool permit questions

Do I need a permit to refinish a pool in Estero?

For a home, the village's "Do I Need a Permit?" brochure (updated February 21, 2025) lists "In-Ground Pool Refinishing" as not needing one. Commercial pool refinishing does. The village's 2026 fee schedule still carries a residential "Pool Renovation" permit, so a job that goes beyond a new finish should be checked with Building & Permitting Services.

Do contractors register with the Village of Estero?

Yes. Estero says its Building and Permitting Services "requires registration of all contractors applying for building permits in the Village of Estero."
